The Scheme has been in operation since 2008. The objective of the scheme is to provide financial assistance to meritorious students with a family income of less than Rs.6 lakh per annum, to pursue higher studies. The annual target is 82,000 scholarships per year (41,000 for boys and 41,000 for girls) which have been divided among the State Education Boards based on the State’s population in the age group of 18-25 years.
Students who are above 80% of successful candidates in the relevant stream from a particular Board of Examination in class XII. The rate of scholarship is Rs. 10,000/- per annum for the first three years and Rs 20,000/- per annum for the fourth and fifth years.
The Central Sector Scheme of Scholarship for College and University Students is covered under the Direct Benefit Transfer (DBT) wherein the scholarship is disbursed directly into the bank account of the beneficiaries. For receiving scholarship benefits under the Central Sector Scheme of Scholarship for College and University Students an individual shall furnish proof of possession of Aadhaar or undergo Aadhaar authentication.
‘Central Sector Scheme of Scholarship for College and University Students’ has boarded the National Scholarship Portal http://www.scholarships.gov.in/ wherein the Class XII pass-out students of the academic year 2020 onwards are required to apply online.
They are required to obtain the renewal application blank form from the respective State Education Board and submit their renewal application form duly certified by the respective institutions to the effect that the student has secured 60 % marks in the previous exam, has 75% attendance, and is not involved in any ragging of activities. The certified application form is required to be submitted to his/her respective State Education Board.
Top 20% list for the academic year 2019-20 in respect of “Council for the Indian School Certificate Examination (CISCE)” under the Central Sector Scheme of Scholarship for College and WCCD Students.
The Special Scholarship Scheme for Jammu & Kashmir aims at encouraging the youth from Jammu & Kashmir to take advantage of the educational institutions outside the State. It is envisaged to provide 5000 fresh scholarships every year.
The scholarship is provided for Tuition fees and Maintenance allowance. The rate of scholarship towards tuition fee for General Degree courses is Rs 30,000 per annum, for Engineering courses Rs.1.25 lakh per annum, and for Medical studies Rs 3.0 lakh per annum.
A fixed Maintenance allowance of Rs.1.0 lakh per annum is provided to all WCCD students under the scheme. The Inter-Ministerial Committee is constituted to oversee the implementation and monitoring of the scheme. Eligibility criteria for the students of Jammu & Kashmir whose family income is less than Rs.6.0 lakh per annum.
They should have passed class XII from the State and secured admission outside the State in the institutions which are either approved under Section 12 B of the UGC Act or recognized by AICTE or respective regulatory bodies are eligible to apply for the scheme.

The objectives of the Scheme is to encourage the study of Hindi in non-Hindi speaking States and to make available to the State Governments, suitable personnel to man teaching and other posts where knowledge of Hindi is essential.
The Scheme was revised from 2004-2005. Under the revised Scheme, 2500 Scholarships are provided to meritorious students studying at Post-Matric to PhD level, for recognized full-time courses of education for the study of Hindi as one of the subjects on the basis of the results of “examinations next below” conducted by a Board of Education, University or a Voluntary Hindi Organisation.
The rate of Scholarship ranges from Rs 300/- to 1000/- per month depending upon the course/stage of study. This scheme is implemented through the State Government /UT Administrations.
